Overview
ASF Phase II (ASF) is a key part of Australia 's development cooperation program in Papua New Guinea , and is embedded within AusAID's public sector initiatives to support the Government of Papua New Guinea. ASF is a facility rather than a project, with the flexibility to respond to changing situations since it is not closely bound to pre-determined activities. The facility has been in operation since 1996 but in 2003 it entered a second phase. Since 2003 ASF has been more targeted, focused and strategic, with emphasis on making placements that are closely linked to current GoPNG priorities and reform initiatives.
ASF advisers operate in an advisory and educative capacity rather than as a consultant or in-line replacement for a PNG public servant. Their primary focus is to enhance skills and build capacity (of individuals, teams and the organisation as a whole) within their host agency, rather than to simply conduct reviews, write reports or 'do the job'.
The Fundamentals of ASF
The goal of the ASF is to support government agencies in Papua New Guinea (PNG) to develop and implement accountable policies, plans and systems and thereby contribute to enhanced service delivery.
ASF Purpose
The purpose of ASF is to assist the GoPNG to improve public sector management and administration. This is done through adviser placements that focus on capacity building of both individuals and organisations, with an emphasis on systems, policy, planning, accountability, management, administration and compliance. The intended outcome is sustained performance improvement within the public service leading to more effective and efficient service delivery.
